The Chemical Safety Report (CSR) is required for substances registered at 10 tonnes per year per registrant. It incorporates an assessment of the hazard characteristics, i.e. the potential for adverse effects to health or the environment, and of the exposure during use in the supply chain, from manufacture or import through to disposal. Essentially, it is a risk assessment of the different stages of a substance’s life cycle, considering the identified uses the registrant is supporting for his supply chain.

The preparation of the CSR requires in-depth scientific understanding and analysis. The CSR may include conducting toxicity tests for different end points, modelling environmental data to determine the environmental fate and behaviour of substances and interpreting default model data to meet the requirements for the different exposure scenarios. For example, ECHA’s EUSES risk assessment software uses generic data, but when conducting a CSR for the specific use of a substance, the default data in the model may need to be adjusted to ensure accurate results. Therefore, it is important that the registrant considers the technical content required for the preparation of their CSR.

The CSR forms part of the registration dossier and should be a readily understandable, stand-alone document. It also acts as the basis for the exposure scenarios appended to the Safety Data Sheet to form an extended SDS for registered substances. Headings to be included in the CSR including its format are listed in Annex 1, section 7 of the REACH regulation.
